Mary Neal is director of Assistance to the Incarcerated Mentally Ill (AIMI). Ms. Goolsby is an activist on behalf of mentally ill Americans. She has three sons who ate lead paint chippings as small children, and all three are presently imprisoned. Jails and prisons must stop being America's answer to mental illness.
