In the midst of the democratic and republican battle for the 2012 presidential race, voter registration requirements laws have been changed in 13 states.  These new laws require photo identification at the polls, as well as a reduction in polling times. 

Are these new requirements geared to lessen voter fraud or are they geared to affect the ability of minority voter's rights?
