Race Relations Sparks Between The Tampa Police Dept. (how far have we gone)?

Here we are in  2014 and we're talking race relations that's been feuling in Tampa Florida for several years.  But not just with the community and or the police; yet it's within the police department itself.  Officers are fueding over the lack of promotions, being held by a different standard when it comes to disciplinary actions against them as well as believing that for the African American police officer, there is no latteral move and he/she is stuck in the some position for decades.
