U. S. DISTRICT JUDGE CHARLES SIRAGUSA QUESTIONED WHY FEDERAL PROSECUTORS DID NOT CHARGE THE MAN CRIMINALLY IF THEY BELIEVED THEY HAD SUFFICIENT PROOF HE TRIED TO INTIMIDATE A WITNESS.
