In a recent article in the Oregonian, CenterCal Properties announced plans to upgrade a shopping center in Tualatin, Oregon, across the freeway from their successful Nyberg Woods mall. Couple that with Targets construction of a CityTarget store in Portland's Galleria center and plans for Apple to move from their current Pioneer Place basement location to a demolished and rebuilt street-level site Saks used to occupy and you can't help but wonder if the "worm is turning" in Portland commercial real estate.
