According to The Telegraph:
Obama's health secretary has admitted that the launch of the glitch-plagued ObamaCare website had been a "debacle" as it emerged the administration was warned the site had not been fully tested.
Kathleen Sebelius, whose department is responsible for the web portal through which millions of American were supposed to sign up for health care, apologised for the chaos.
"Hold me accountable for the debacle. I'm responsible," she told a Congressional committee, as the White House struggled to explain why healthcare was still struggling a month after its launch.
Even as Mrs Sebelius insisted the government was working overtime to fix the problems, the site crashed during her testimony.
