Judge's Ruling without any law[s] on the books

Why is it okay for Obama the Liberals, and the rest of the democrats well in this case the Communist have the right to violate the law[s] and Kim Davis cannot do any civil disobedience and seeing that there is no law[s] showing in either the United States Construction or the State of Kentucky that states it is okay for same-sex marriage that can be even cited?  

The State law in Kentucky does state a marriage is to be between just one man and one woman only. There is no law[s] in the united States Constitution that states it is legal for a same-sex marriage. This law is one the books and is very constitutional 1 U.S.C. A. § 7 or known as DOMA.
