Editor Brandy L. Owen aired a second part of her analysis of the Ellis County Emergency Operations Plan documents (the first broadcast she did is located at this link), a battery of 600-plus documents that spell out what powers and emergency provisions the county judge and local mayors have during "an emergency."

For example, Brandy read out loud from the documents that County Judge Carol Bush, R-Waxahachie, could, in an emergency, implement these: 


Annex U, Attachment Page 7 prohibits the sale of guns (“arms”) or the transfer by barter, “giving away” or loan of arms and ammunition (plus dynamite and explosives) to individuals during a declared emergency.

Annex U, Attachment Page 8 prohibits the sale or giving away of alcoholic beverages, beer, wine, liquor “of any kind” during an emergency. Gun stores “shall be closed” in the designated areas.

Annex U, Attachment Page 7 prohibits the  closing of all gas stations in a specific area (a fill-in-the-blank box is left for an officer’s discretion)
