Romans 2. 14-16 For when the Gentiles, who do not have the law, do by instinct the things contained in the law, these men who do not have the law, are a law to themselves. Who show the work of the law written in their hearts, and their conscience also bears witness; while their thoughts accuse or else excuse them.
This law is the same as the outward moral laws: do not steal, do not lie, do not covet, do not murder, do not commit adultery, honor your parents, and love your neighbor as yourself. Every man will be judged according to this law; no man is excused from this law, and it has never been annulled or canceled.
