In fiscal year 2006, the U.S. Government spent nearly $17.8 billion on goods and services using nearly 300,000 government purchase cards under the GSA SmartPay program. Although not a policy, many agencies use the MicroPurchase (purchases under $3000 paid by the SmartPay Purchase Card) program as a "proving ground" for companies that are new to them.
