The Federal Intelligent Surveillance Act was created in 1978 by Ted Kennedy and 8 other legislators.  They were trying to find an effective way of judicial monitoring and legal checkpoints in foreign and domestic surveillance.  Over time, and with incidents like 911 that killed 3ooo Americans, the rules were bent and modified, voted over 4 times in the last decade by Congress.  Is FISA's functioning a threat and has security been breached?
