According to Examiner.com, that a white father of an African American daughter was concerned about his daughter's adulation of long, straight blonde hair. That father Joey Mazzarino happens to be the head writer of Sesame Street and a Muppeteer. He says that the lyrics of the song say what he wanted to say to his young black daughter.
