The 2008 CHCO report, “Elevating our Federal Workforce: Chief Human Capital Officers Offer Advice to President Obama,” conducted by the Partnership for Public Service and Grant Thornton, states that building, energizing and maintaining a high-quality workforce is the key to success for any organization. And currently the government’s processes for recruiting, hiring, compensating, training and managing people are broken in too many pieces. Katherine Mehr speaks with John Palguta, Vice President for Policy at the Partnership for Public Service about some of the human capital issues that need to be addressed by President Obama.
