Both the Tennessee House of Representatives and the Senate have overruled a veto by Tennessee Governor Phil Bredesen on a bill that makes carrying handguns into bars legal, it was announced Friday. Consuming alcohol while carrying a handgun will remain illegal, but those with a permit to carry a weapon will be allowed to do so in any restaurant or bar. Owners can still opt to ban handguns from their establishments.
Though the governor expected the state congress to vote against his veto, he stood by his decision in a statement released on Wednesday afternoon, after the House of Representatives voted 69-27 in favor of the override. “He’s disappointed with this action but that doesn’t change his belief that we can exercise our second amendment rights and common sense at the same time. He believes guns and bars simply don’t mix, and this legislation doesn’t provide the proper safeguards to ensure public safety.”
All week, only one lawmaker besides Bredesen spoke out against the veto override. Sen. Andy Berke, D-Chattanooga, urged his fellow senators on Thursday morning to “follow the governor and rethink what we have done.”
The state’s major law enforcement and restaurant associations had come out against the bill alongside the democratic Governor Bredesen. According to The Memphis Flyer, several uniformed lawmen had stood behind the governor at the veto ceremony. The principal sponsor of the House’s handgun bill, Republican Curry Todd of Germantown, took note of the six former law enforcement officers standing behind him as he asked for an override vote on the House floor.
Bredesen’s veto ceremony managed to upset Todd, who said the governor showed a lack of courtesy by not giving advance notice. On Monday night, before the veto message was read to the assembly of Representatives, Todd became so infuriated that he lashed out at Bredesen. “I want to tell you what the governor can do with that piece of paper he just sent.”
