BOYS as young as 12 are to be issued with condom “credit cards” allowing them to pick up free contraception at football grounds, barber’s shops and scout huts.
Condoms will be distributed at places where boys congregate, to spare them the embarrassment of visiting sexual health clinics or GPs’ surgeries or facing a shop assistant at a chemist’s counter.
They will be able to collect the condoms by showing a plastic card issued to them after they have attended a safe-sex lesson, according to new government guidance. Boys who take advantage of the scheme will not have to give their names or answer questions about their sex lives.
The scheme is intended to cut teenage pregnancies and persuade boys to take greater responsibility for contraception.
However, critics believe it will encourage children to be sexually active from a younger age. Britain has the highest teenage pregnancy rate in Europe and the government has failed in its pledge to halve rates of pregnancy in girls under the age of 18.
The plastic cards are already used by some local authorities, but will be made available to all boys in Britain aged 13 and over after the guidance is published in the autumn.
Councils will, however, have discretion to offer the cards to younger boys who may already be sexually active, and to instil safe-sex attitudes at an early age in those who are not.
The strategy is being drawn up for the Department for Children, Schools and Families by the Brook advisory service, which offers contraceptive advice to teenagers. There is concern that sex education has been too focused on teenage girls, who tend already to take full responsibility for using contraception.
The condom card, or C-card, scheme is intended to encourage boys to learn about safe sex as well.
They will be given a lesson about the use of condoms before being issued with the card.
Boys who attend additional talks about sexually transmitted diseases will get a stamp on their card, which those running the scheme hope will become a status symbol.
Simon Blake, chief executive of Brook, said the C-card would make condom use “an everyday reality”.
He said the new government guidance would be designed to make boys more confident about using contraception and asking for advice on sex.
However, Josephine Quintavalle, founder of Comment on Reproductive Ethics, a pressure group, warned: “We are just facilitating and encouraging sexuality without any deeper understanding of the emotional side of relationships.
“We used to talk about recreational sex among 18-year-olds – now it is 13-year-olds.”
Concern about teenage pregnancies was revived this year when Chantelle Steadman, 15, of Hailsham, East Sussex, gave birth to a daughter. The father was originally thought to have been Alfie Patten, 12 at the time of conception.
It transpired that the real father was Tyler Barker, 15.

Why not issue the girls with the condoms - instead or even as well? After all, they are the ones who will become pregnant. They can then control events themselves without so much pressure. If they don't wish to take the 'pill' they have an alternative. Self respect and responsibility is preferred!

I had my periods at 12, attended 'sexual education' lessons in France (exclusively about venereal diseases) between 13 and 16, and yet like most of my peers I did not have any interest in sex. The only teenagers around us who had sex had very low school results and were usually into drugs as well.

If children as young as 12 get condoms the Brook advisory service and Simon Blake should hang their heads in shame. Give these children discos, footballs, swings and roller boots. Let our children be distracted by healthy pursuits instead of opening up this whole bag of worms to confuse them.

Instead of asking 12yrs to stay away from sex this will encourage them to have it at the age of 12y which mean increase in child sex preditors.We as adults even after knowing what is condom we still do mistakes so do you expect 12y will not take any chances. Age12y is to study. love is not just sex

sounds a bit gimmicky but if it increases availability, this can only be a good thing. I don't buy the embarrassment factor though, most supermarkets have self-service machines. They could easily go there.

To those who disapprove: do you really think you're going to stop teenagers having sex? Anything that stops the sex that they have leading to pregnancy and/or disease has to be good. We need to get more realistic and less squeamish about our kids' lives.

You can buy 5 condoms for one euro in every newsagent in France and except some religious nuts , who were quickly put back in their place , nobody had any complains about it. Maybe it's time to grow up , don't you think ? Or at least stop whining about your off the charts teenage pregancy rate.

This policy has failed. The "use a condom and anything goes" line has led to increases in chlamydia, genital herpes, genital warts, gonorrhoea, and syphilis, as another story in today's paper proves. This government is dying: it must not be allowed to impose this final act against children.

This is a GOOD thing. The rest of Europe is much more open about sex and has much lower underage pregnancy rates. It's the hush hush critics of change who cause peer pressure and misconceptions about sex which ultimately results in higher underage pregnancy rates.

guidance teachers also need to be educated in these matters, i remember my sex ed lession, my teacher shyly put the tape on and ran off to "do paper work", needless to say, the boys laughed, girls sat chatting about boys they liked...overall lession was a success......and this was just 4 years ago.

The Government are missing the point. When I was 12-15, sex never entered my mind. Same for 99% of boys and girls then. In the space of 10 years, it seems as soon as they come out of the toddler stage they are sex mad. Schemes need to concentrate on keeping their minds occupied/away from sex.

It's all very well but what about girls? I understand boys should be more responsible but i think ccondoms should be made more available to girls as well. I know of two places i can get near me; the doctors (too much hassle) and a little pot outside my university nurse's office (always empty).
