  Clinton questions Iran election recount

  US Secretary of State Hillary Clinton on Monday questioned the utility of the partial recount by Iran's election oversight body. Earlier today, the Guardian Council certified the results of the disputed 12 June presidential election, after completing a random recount of 10 percent of the ballots. The body confirmed the previously declared landslide victory for incumbent President Mahmoud Ahmadinejad. "They have a huge credibility gap with their own people as to the election process. And I don’t think that’s going to disappear by any finding of a limited review of a relatively small number of votes," Clinton told reporters in Washington on Monday, according to the Associated Press. Asked if Washington would recognize Ahmadinejad as Iran’s legitimate president, Clinton replied: “We’re going to take this a day at a time.”
  Defeated presidential candidates Mir Hossein Mousavi and Mehdi Karroubi have said that the election was marred by “fraud” and have called for a new election. Guardian Council Secretary Ayatollah Ahmad Jannati said that the recount had shown “no irregularities”, the state-run Press TV network reports. Meanwhile, Clinton also decried Iran’s “deplorable” treatment of British embassy staff arrested yesterday on accusations of stoking post-election unrest.
  “We find that the harassment of embassy staff is deplorable and we will continue to support the (United Kingdom) in calling for their release,” she said, according to AFP.
  
  
  Britain confirmed today that five of the nine staff arrested yesterday had been released, but demanded the release of the four remaining staff members.

  Pay Attention At Walmart - Price Switching?

  Today, I was with a friend who purchased several items at Walmart. He bought two pairs of men's shorts, which he and I both saw were clearly marked $15.99 on the rack. We went through the self-checkout scanner and he scanned the two pairs of shorts and another item. The automated voice told him to insert cash, which he did, and the machine spit out his change. He bagged his own purchases and away we went. But before we left the store my friend examined his receipt and a funny look came across his face. He said, "I need to go to customer service."

   

  Many Americans today lack both awareness and basic arithmetic skills, but my friend looked as his receipt and calculated the charge. How many people look at their receipt and do their own tally? He had paid 4 dollars more than he should have. This all happened fast. You scan the items quickly, the machine beeps, and your total appears. You put your money or credit card in the slot, you bag your items. You trust the machine. Should you trust the machine?

   

  My friend went to customer service and presented the receipt. Well now, there were some interesting discrepancies. The shorts were listed as $15.99 on the rack. But the price tag on the shorts read $16.99. And the automated self-checkout charged him $17.99. The clerk at customer service mumbled an apology. She refunded the total amount and then rang up the sale again, charging $15.99.

   

  Think of all the purchases made in all the Walmarts across America. Think about how much money could be made if the computer adds a dollar here and a dollar there. I'm not accusing Walmart of anything. I'm just reporting what I witnessed today.

   

  I'm a news reporter. A few years back I covered a news conference where attorneys announced a settlement involving Walmart. They had sued Walmart on behalf of employees who had been cheated out of a portion of their pay. The Walmart time clock did not record all of the employee's work hours. When a worker would punch out for lunch break and then punch back in the time clock didn't seem to record them going back on the job. The attorneys won a settlement.

   

  In my opinion, this all illustrates the need to pay attention and look at how much you are really paying.

  US warship shadows North Korean cargo vessel

  The Obama administration has hailed the “unity” of the UN Security Council in imposing sanctions on North Korea following its second nuclear test on May 25. Now it is increasingly clear that the votes of China and Russia for the resolution were only aimed at warding off pressure from the US and Japan. Tensions between the US and China continue over how to implement the UN resolution, especially the interdiction of North Korean ships in international waters.

  North Korea has repeatedly stated that any inspection of its ships would be regarded as an act of war. The departure of the North Korean cargo ship, the Kang Nam, for Burma last Wednesday has become a potential flashpoint. The Pentagon immediately dispatched the destroyer USS McCain to shadow the vessel, alleging that it was carrying arms for Burmese junta.

  This month’s UN resolution banned all arms trade by North Korea, except in small arms. Speaking to the Financial Times, an unnamed senior US defence official denied that the USS McCain intended to intercept the Kang Nam. He insisted that the US would strictly follow the UN resolution, which requires the consent of the flag state for any inspection. China and Russia pressed for the insertion of the requirement in the original US-drafted resolution.

  President Obama, however, is under pressure from more militaristic layers of the American establishment to ignore the clause. The Wall Street Journal on June 23 called for the Kang Nam to be intercepted as it passed Singapore. Calling for forceful measures against Iran and North Korea, the newspaper concluded: “Mr. Obama no doubt wishes he could return to his campaign illusions about the powers of diplomacy. But the world’s rogues have other priorities, and stopping them will take more than an extended handshake”.

  Responding to right-wing pressure, Obama told CBS on June 22: “This administration—and our military—is fully prepared for any contingencies”. He was responding to a question about the possibility of North Korea launching a missile toward Hawaii in the coming weeks.

  Washington has offered no evidence that Pyongyang is preparing to target the US. Yet the Pentagon has sent a ground-based mobile interceptor missile system and radar to Hawaii. Confirming that deployment, US Defence Secretary Robert Gates declared: “Without telegraphing what we will do, I would just say we are in a good position—should it become necessary—to protect American territory.”

  Any US interdiction of the Kang Nam would raise the danger of North Korean retaliation against South Korea or the US. The stationing of interceptor missiles in Hawaii could well be part of US preparations for such an eventuality. The boarding of the North Korean vessel would also heighten tensions between US and China, as both North Korea and Burma are Beijing’s allies.

  The USS McCain was recently involved in an incident involving a Chinese submarine during an exercise with South East Asian navies near the former US Subic Bay base in the Philippines. An underwater sonar being towed by the USS McCain collided with a Chinese submarine apparently sent to monitor the drill. The collision followed a confrontation in March between an American spy ship, the USNS Impeccable, and small Chinese coastal vessels in the South China Sea. The incidents highlight the growing naval rivalry between the two powers.

  Beijing has cautioned the US against any aggressive moves toward North Korean vessels. Chinese foreign ministry spokesman Qin Gang this week has called for “restraint,” insisting there had to be sufficient evidence of banned arms trading before any action was taken.

  China is caught in a dilemma over North Korea. On the one hand, its ally is a convenient regional buffer against the US and its allies, Japan and South Korea. Beijing has been reluctant to implement punitive sanctions that would provoke a major crisis in Pyongyang, in which Washington could intervene. On the other hand, North Korea’s nuclear tests may provide a pretext for Japanese rearmament, including the acquisition of nuclear weapons—something that China wants to avoid.

  A survey conducted by state-run Global Times of 20 top Chinese foreign policy experts in May found that half supported punishment of the Pyongyang regime, while the other half were opposed. Shi Yinhong from Renmin University called for aid to be cut to Pyongyang and the abrogation of the 1961 mutual defence treaty between the two countries. Zhan Debin from Fudan University, who also supported pressure on Pyongyang, warned that North Korea’s actions could result in war on the Korean Peninsula.

  In a separate comment, Wang Chong of the Chinese Academy of Social Science, wrote in the Global Times: “I recently had a talk with a senior US diplomat who told me clearly that if war breaks out on Korean Peninsula, the US will definitely take part because it has obligations to its ally South Korea. I then replied, ‘So do China and North Korea. You know what it means’.”

  Wang insisted that China had to continue to support North Korea. “What would Pakistan think if China disengaged with North Korea?” he asked. “There are other reasons why China can’t abandon North Korea. The country serves as a buffer zone to keep China from direct confrontation with the US.”

  China’s major rival, Japan, is exploiting the North Korean nuclear “threat” to justify unpopular rearmament. The government proposed a law on Tuesday to allow the Japanese coastal guard and naval ships to intercept cargo ships allegedly carrying arms. Such measures would only inflame the tensions in North East Asia.

  The Kyodo news agency reported that draft defence policy guidelines for 2010-2014 had reversed the previous focus on cutting military spending and personnel. According to Asia Times, a subcommittee of the ruling Liberal Democratic Party (LDP)’s defence policy panel issued a 12-page proposal for the guidelines the day after the North Korean nuclear test. It argued that Japan should use cruise missiles in pre-emptive strikes against any launch preparations detected at the missile sites of a hostile nation.

  While Japan is formally prevented under its so-called pacifist constitution from using force against other countries, Prime Minister Taro Aso is arguing that it is permissible to target missile sites. He recently told the parliament: “As long as it is evident that there are no other measures, striking the enemy’s missile bases is guaranteed under the Constitution. It falls within the scope of self-defence. It’s different from pre-emptive attacks.”

  North Korea’s reckless actions only play directly into the hands of right-wing forces in the US, Japan and South Korea. Its limited nuclear weapons and missile capability, far from the defending the country, only provide the pretext for a military buildup and further provocations by the US and its allies in the region. Responding to Pyongyang’s posturing about “wiping out” the US aggressors from the map, Pentagon spokesman Geoff Morrell contemptuously dismissed the threat as “silliness”.

  Washington’s aim at present appears to be to apply pressure to Beijing to pull North Korea into line. However, a miscalculation, for instance over the boarding of the North Korean vessel, has the potential to rapidly spiral out of control into a conflict that would draw in the major powers.

  Iran arrests British embassy staff

  Eight British embassy employees in Tehran have been arrested in a sharp escalation of the diplomatic row between Iran and the UK.

  The eight appear to have been arrested on suspicion of playing a role in pro-democracy demonstrations in the wake of the disputed presidential election. David Miliband, the British Foreign Secretary, responded immediately, calling for the prisoners' immediate release. "This is harassment and intimidation of a kind that is quite unacceptable. We want to see [them] released unharmed."

  The Fars news agency said that the staff had help foment protests against the results of the June 12 election, which returned the hardline president, Mahmoud Ahmadinejad to a second term.

  "Eight local employees at the British embassy who had a considerable role in recent unrest were taken into custody," Fars said. "This group played an active role in provoking recent unrest."

  A relative of one of those detained said the staff member had disappeared: "He went out yesterday morning and I have been unable to reach him since his mobile phone is switched off. Since then I have had no news of his whereabouts."

  Mr Miliband said: "We are still concerned about a number of them who to our knowledge have not been released ... The numbers are changing hour by hour. These are hard-working diplomatic staff and the idea that the British Embassy is somehow behind the demonstrations and protests that have been taking place in Tehran in recent weeks is wholly without foundation."

  Mr Miliband said Britain had made a strong protest to the Iranian authorities and he would discuss the issue with European Union counterparts in Corfu who were due to discuss the post-election situation in Iran on Sunday. Tehran has placed Britain in the cross hairs of a campaign to blame foreign meddling for incitement of the post-election demonstrations. Supporters of dissident candidates, including Mir-Hossein Mousavi, a former prime minister, took to streets demanding a new election after allegations of vote rigging emerged.

  Mr Mousavi has repeatedly rejected offers of a partial recount of ballots in a show of unprecedented defiance against the leadership. But the clerical regime has rebuffed popular pressure for a new election, instead turning the blame on foreign governments.

  A hardline cleric, Ahmed Khatami, used the Friday prayers at Tehran University to elevate Britain to the first rank of villains in the Islamic Republic. "In this unrest, Britons have behaved very mischievously and it is fair to add the slogan of 'Down with England' to the slogan of 'Down with USA'," he said.

  Iranian MPs lined up at the weekend to condemn British meddling in Iranian affairs. "The nation's tolerance for Britain's hidden and apparent policy of interference is over. The Iranian nation and its parliament could no more tolerate such behaviour. There would be a crushing response by Iran," Parviz Sarvari, an MP, told Fars.

  Britain expelled two Iranian diplomats last week in retaliation for Tehran's decision to push out a second and third secretary in the British embassy. A day earlier spouses and family members of British diplomatic staff were withdrawn from Iran.

  Manouchehr Mottaki, the foreign minister, warned Iran may downgrade ties with Britain.

  Iran has also expelled the BBC correspondent in Tehran and arrested a British-Greek journalist, as well as a number of other British passport-holders it said were involved in rioting.
