    Schwarzenegger declares Calif. drought emergency

    SACRAMENTO, Calif. – Gov. Arnold Schwarzenegger declared a state of emergency Friday because of three years of below-average rain and snowfall in California, a step that urges urban water agencies to reduce water use by 20 percent.

    "This drought is having a devastating impact on our people, our communities, our economy and our environment, making today's action absolutely necessary," the Republican governor said in his statement.

    Mandatory rationing is an option if the declaration and other measures are insufficient.

    The drought has forced farmers to fallow their fields, put thousands of agricultural workers out of work and led to conservation measures in cities throughout the state, which is the nation's top agricultural producer.

    Agriculture losses could reach $2.8 billion this year and cost 95,000 jobs, said Lester Snow, the state water director.

    State agencies must now provide assistance for affected communities and businesses and the Department of Water Resources must protect supplies, all accompanied by a statewide conservation campaign.

    Three dry winters have left California's state- and federally operated reservoirs at their lowest levels since 1992.

    Federal water managers announced last week that they would not deliver any water this year to thousands of California farms, although that could change if conditions improve. The state has said it probably would deliver just 15 percent of the water contractors have requested this year.

    Schwarzenegger declared a statewide drought in June but stopped short of calling a state of emergency. His 2008 executive order directed the state Department of Water Resources to speed water transfers to areas with the worst shortages and help local water districts with conservation efforts.

    Over the last few weeks, storms have helped bring the seasons' rain totals to 87 percent of average, but the Sierra snowpack remains at 78 percent of normal for this time of year. State hydrologists say the snowpack must reach between 120 to 130 percent of normal to make up for the two previous dry winters and replenish California's key reservoirs.

    Court decisions intended to protect threatened fish species also have forced a significant cutback in pumping from the Sacramento-San Joaquin delta, the heart of the state's delivery system.

    The governor, farmers and lawmakers have argued for years that California must upgrade its decades-old water supply and delivery system and build new reservoirs.

    "The situation is extremely dire," said Tim Quinn, executive director of the Association of California Water Agencies, adding that the governor's action Friday "underscores the urgency of serving the long-term structural problems."

    The state delivers water to more than 25 million Californians and more than 750,000 acres of farmland.

    Schwarzenegger's order leaves the door open for more severe restrictions later. Additional measures can include mandatory water rationing and water reductions if there is no improvement in water reserves and residents fail to conserve on their own.

    At least 25 water agencies throughout the state already have imposed mandatory restrictions, while 66 others have voluntary measures in place.

    The state prefers such local efforts so it does not have to call for statewide rationing, Snow said.

    The federal government on Thursday created a drought task force to provide farmers technical assistance in managing existing water supplies. Farmers also could be eligible for federally-backed emergency loans.

    Almond farmer Shawn Coburn of Mendota said the emergency declaration comes too late for many growers who already are halfway through the season. Some farmers didn't bring in bees to pollinate, while others sprayed their orchards with chemicals that keep nuts from forming.

    "It's too late," he said. "It's going to sound horrible coming from a farmer because you never turn down help, but come on, this thing is over with."

    Adapting to water woes

    The southwestern United States is moving headlong toward an environmental catastrophe of apocalyptic proportions.

    The already drought-prone region is almost entirely dependent on a shrinking snowpack and sparse rain in the Colorado River Basin. As the planet’s climate changes, an already overtaxed and volatile water supply is expected to get even more unstable.

    “A lot of people say that in global warming there will be winners and losers. In the Southwest, we’ll be in the losers’ category,” University of Arizona climatologist Jonathan Overpeck said at a symposium on global warming’s effect on the Southwest.

    Overpeck discussed the latest scientific consensus on climate change at the Feb. 19 symposium, hosted by the Urban Land Institute at the Palms.

    He was joined by Southern Nevada Water Authority General Manager Pat Mulroy, who discussed what can be done on a local, national and international scale to head off disaster.

    The problem of climate change in the Southwest is fairly complex, but can be summed up in one word: water.

    The Southwest is the most persistent hot spot on the globe and has a history of severe drought.

    As a region, we depend almost entirely on the Colorado River Basin for our water, and all climate change projections estimate that the basin will be among the most heavily hit by drought as the world warms. Most projections say the region will warm by about 7 degrees by 2050 and 10 degrees by the end of the century.

    There is a 10 percent chance the warming in this region could be double that — about 20 degrees warmer by 2100.

    At the same time, the region will experience its typical drought pattern. That means it will be hotter and dryer from the mountaintops to the valley floors and we’ll have a lot less water available to deal with it.

    The most up-to-date climate models available show that if humans reduce carbon emissions significantly starting now, water flow in the Colorado River Basin will be reduced by 5 percent to 40 percent over the next few decades.

    If we do nothing, it will be worse, Overpeck said.

    “We’ve had low rain and low snow for many years; there’s no doubt we’re already in a drought,” he said. “The thing is, with climate change, we may never come out of the drought.”

    The global scientific community agrees that climate change is occurring and is caused by the activities of humans, mostly from deforestation and growing greenhouse gas emissions.

    “We need to adapt to drought and climate change because whether we cause it through global warming or Mother Nature causes it or both, we’re still going to suffer,” Overpeck said.

    Much of the responsibility for reversing the emission trend falls on Americans, who create about 25 percent of the carbon being spewed into the atmosphere each year.

    “The United States is a voracious consumer of natural resources,” Mulroy said. “Those days are over. We can’t afford to use natural resources at the rate we’re currently using them.”

    Much also must be done to halt growing production of polluting fossil fuel-fired power plants in China and India and to fund retrofits or replacement of polluting power plants in poorer nations around the world.

    That change has to start at home, Mulroy stressed.

    “We need to be part of the solution,” she said. “We can’t be in the eye of the storm and not look at our carbon footprint and energy sources.”

    To start, she suggests massive regionwide management and conservation of water resources. This includes regulation of the agriculture industry, indicating what crops can be grown in drought-prone areas, decreases in water consumption by residents and industry, widespread wastewater recycling and more efficient management of snowmelt and rainfall through underground catchment basins.

    She also said it’s essential to tap into alternative water sources for urban areas such as Las Vegas.

    “The most daunting thing is adaptation, and adaptation has to happen at all levels from large institutional changes to individual behavioral levels,” Mulroy said.

    That includes urban and suburban developers.

    Mulroy said tomorrow’s neighborhoods need to be more condensed, more sustainable and more community oriented. That means smaller or no yards and no more brick walls, but shared recreation areas are necessary.

    Not only would such a design be more efficient, it would also help rebuild a sense of community in places such as Las Vegas.

    “We’ve built a community of people who share borders — that’s it,” she said.

    She also urged Nevada builders and architects to put pressure on the Green Building Counsel to take a more regional approach to Leadership in Energy and Environmental Design certifications.

    Specifically, she wants to see the end of LEED points for gray-water systems in Las Vegas to be replaced by points for sending the water down the drain, where 100 percent of it is recycled and sent back to Lake Mead.

    This could encourage other municipalities to recycle wastewater as well.

    “Gray-water systems won’t generate a single drop of new water,” she said. “You’re simply replacing a municipal water recycling program with an individual water recycling program.”

    The region also needs to take advantage of the opportunity to turn renewable resources into electricity, both speakers

    said.

    If fossil fuel-fired power plants were reduced and renewable energy were dedicated to charging electric cars, the country could significantly reduce its carbon footprint and slow climate change.

    The key is to start working on these solutions now, Mulroy and Overpeck said.

    “The Southwest needs a plan to adapt,” Overpeck said. “The longer we wait, the worse it will be and for a very long time.”

    The Campaign for Peace and Democracy has initiated this letter, which I heartily endorse:
    Dear Friend,

    We are writing to invite you to sign the open letter below from American peace activists in defense of Shirin Ebadi, the Iranian 2003 Nobel Peace Laureate and defender of women's rights and human rights for all. Your support can make a difference.

    We believe that peace and democratic rights are deeply intertwined, and we defend freedom of expression whether or not we agree with the views being expressed. As peace activists, however, we are particularly concerned about the persecution of Shirin Ebadi, who has on many occasions repeated her opposition to the use of or threat to use U.S. military force against Iran. For example, on February 4, 2009 Ebadi was interviewed by Amy Goodman on her Democracy Now! television program. Goodman asked, "If the United States were to attack Iran, and when you look at the repression that you and others have suffered, would that help the democratic movement in Iran?" Ebadi replied firmly, [translated] "A military attack on Iran or even a threat of a military attack on Iran will deteriorate the situation of human rights and women's rights, because it gives an excuse to the government to repress them more and more often."

    If Shirin Ebadi has no security inside Iran, then all peaceful civil society activists are at great risk. Indeed, the recent attacks on Ebadi take place against a background of stepped-up government repression. Trade union leaders, including Mansour Osanloo and Ebrahim Maddadi, are currently in prison; two women labor activists, Sussan Razani and Shiva Kheirabadi, were flogged on February 18, 2009 because of their participation in a May Day celebration. Women's rights defenders, including those involved in the "One Million Signatures Campaign" have been unfairly prosecuted and sentenced. Privacy and personal dignity are under siege. People who defy patriarchal codes prescribing how men and women should behave, and people who are suspected of homosexual conduct, have been routinely victimized, often violently. Students, including most recently students from Amir Kabir University in Tehran, have been persecuted and brutally attacked. Mothers for Peace protesting the war in Gaza were attacked by plain clothes security agents on January 11 of this year.

    These developments strengthen warmongering voices on both sides and thus threaten to set back the peace movement opposing military action against Iran.

    Iran threatened with economic meltdown

    Iran threatened with economic meltdown

    The sharp downward spiral of oil prices has prompted economists to predict that Tehran is facing severe financial hardship within the space of a few months.

    Iran's presidential contenders have to address the budget deficit brought about by the plummeting oil prices and the world banking crisis.

    The country's economy is almost totally dependent on oil, which accounts for 80% of the country's foreign exchange receipts, while oil and gas make up 70% of government revenue.

    Cash rolled in when the price of oil was above $140 a barrel and the country amassed huge foreign currency reserves, but with the price falling to around $40, that revenue has dried up accordingly.

    For the first time since the Islamic revolution in 1979, Iranians will turn away from geopolitics and focus instead on the state of their economy when they go to the polls in June.

    Impact of sanctions

    On top of the recession and falling oil prices, Iran also has to grapple with sanctions imposed by the United States and the United Nations.

    The US sanctions imposed in 1980, after the hostage-taking by students in Tehran, prohibit American citizens from having dealings with Iran.

    They also make it difficult for other oil and gas companies to invest in Iran and then get US business.

    The UN sanctions were imposed because of Iran's alleged attempts to develop nuclear weapons by enriching uranium, something it denies. The economy has taken a back seat and is not the number one priority

    Under those sanctions, the foreign assets of 13 Iranian companies are frozen, some officials are banned from travelling abroad and the sale of products with a possible military use is forbidden.

    An advisor to the European Union, Dr Mehrdad Emadi-Moghadam from Staffordshire University in England, says the UN sanctions are more effective because they include regions and countries which were not co-operating with the US sanctions.

    "Iran cannot enter into American or EU trade agreements, so it has been forced to acquire its goods though second parties," he says.

    "When it needs technology or commodities, Iran has to pay between 12 and 20% more than it would otherwise have cost them."

    Lagging behind

    Being unable to update its technology has resulted in Iran having an antiquated manufacturing base.

    In a country where the government is the biggest employer and the biggest contractor, companies are suffering from the harsh economic downturn.

    "A number of our projects, mostly from ministries which have ordered them, have been halted because of a lack of funds," says Ali Pahlavan, who works in an engineering company in Tehran.
    Popular unrest grew in the 1970s when oil revenue was not distributed fairly

    "We are a one-product economy to some extent - diversification and modernisation has not taken place to the extent it should have," he concedes.

    He admits that many of the country's problems are due to the sanctions, but says the government is also at fault.

    "The revolutionary government pursues mostly ideological and political goals," he says, "The economy has taken a back seat and is not the number one priority."

    Despite having a heavily state-controlled economy, there is a private sector operating in Iran.

    "Iranians have always been innovative, but the private manufacture and construction sectors do not receive the kind of government support or regulation to help support exports," Dr Mehrdad Emadi-Moghadam says.

    Social expectations

    The social problems of chronic and growing unemployment are also a cause for concern.

    Despite its considerable oil wealth, the country still has 26% inflation and a high level of unemployment.

    More than 35% of the population aged under 30 are experiencing long-term unemployment.
    Iran wants Opec to cut oil production to force up the price per barrel worldwide

    Dr Emadi-Moghadam sees a dichotomy, whereby one part of the population is very familiar with the latest Western innovations, while the other side is prevented from having access to ideas freely and connecting to the world economy through commercialising their ideas and activities.

    As Iran commemorates its 30th anniversary of the revolution, he does not believe that it has achieved its stated objectives.

    "When you take the overall view, Iran has actually regressed and is now in the bottom third of countries which receive foreign investment or perform well in international trade," he says.

    The country also performs badly in almost every internationally-recognised index of bribery and corruption.

    Iran is one of the wealthiest nations as far as natural resources is concerned and its citizens expect the government to to provide things such as cheap fuel.

    Thirty years after the revolution, fuel is still heavily subsidised.

    "The revolution was partly due to economics. Shah Muhammad Reza Shah Pahlavi couldn't provide what the people wanted when the oil price dropped," Dr Mehrdad Emadi-Moghadam says.

    Clerical veto

    By any orthodox standard, Iran's economy is run in a bizarre fashion.

    With its currency pegged to the US dollar, the regime's petrodollars are worth less and less every year and the government is unable to put up taxes, because such a move would be too unpopular.

    The president has been attempting to resolve some of the difficult economic decisions the government has to make.

    He recently introduced an Economic Reform Plan, with the aim of enabling the government to reduce dependence on oil revenues and tackling the country's economic problems, including rising inflation.

    The plan would cut costly energy subsidies and redistribute a larger portion of the sum among citizens.
    Twelve million of Iran's population of 69 million live in the capital Tehran

    The president says only his original proposal could achieve the objectives his government seeks in maintaining the economy, but it has not been approved by lawmakers.

    The government had asked for $35bn to implement the plan, but parliament only approved $8.5bn.

    Although Iran is a democracy, the clerics have veto powers for any legislation.

    When Mahmoud Ahmadinejad campaigned for his present position, he fought on a platform of fighting corruption and achieving fairness in distribution of revenue.

    Dr Mehrdad Emadi-Moghadam says the president has failed on all accounts in the last four years and his achievements, or lack of them, will play a key role in the forthcoming elections.

    BOLTON BLASTS OBAMA ON IRAQ, IRAN

    WASHINGTON -- In a speech here at the Conservative Political Action Conference, John Bolton, Bush's representative to the UN, admonished the young Obama administration for what he sees as not focusing enough on foreign affairs and making decisions based on what the left wants and not what is best for the country.

    On Iraq, Bolton chastised Obama for what Bolton said is a plan to withdraw troops without regard to any progress in the country. "We've just seen a vindication of President Bush's surge policy in the recent provincial elections," Bolton said to loud applause. "The surge policy had both a military and a political component. The military component has had extraordinary success. The political component is making considerable progress. But we're seeing an administration so committed to satisfying the left of the Democratic party that it could well jeopardize all of that."

    Bringing up Obama's statements as a candidate of offering carrots and sticks to Iran, Bolton argued Obama does not know how to handle negotiations with that Middle East nation. "This is a clear piece of evidence of the naiveté of the Obama administration and its faith in negotiations."

    Partially as a result of this, Bolton warned that the United States' enemies will challenge the Obama administration. He cited the Russians in seeing a weakness in Obama's response to the invasion of Georgia and said Russia will test Obama. "Just as Khrushchev challenged President Kennedy shortly after his inauguration, more is coming on that front."

    During the Q&A, Bolton suggested that the Obama administration might not always be pro-Israel. "I don't know what the Obama administration will do in response, but I would certainly hope they would come to Israel's assistance," Bolton said when asked if the administration would help Israel if attacked by Arab nations. "But I think there is no guarantee of it. I think the more likely response is to appoint a special envoy and try to negotiate an end to the hostilities."

    Bolton also criticized Secretary of State Clinton for not discussing human rights with Chinese leaders during her visit there. "Regardless of where you put human rights, you don't give it up for nothing before you even land in Beijing."
