Hello everyone I am going to type a bit that I had come up with for Neptune's placement in the Chart. First I would like to say that by having Neptune on the angles it represents that Neptune has been thrust out into the world or  as apart of our expression  more strongly than when placed in other houses. The Angular houses (1st,4th,7th,10th) all correspond to the Cardinal signs Aries,Cancer,Libra,and Capricorn. The Cardinal energy represents initiation and shows us where we will be taking acting action in our lives. Now with each Angular house we see some totally different principles here. The 1st house represents the initiation of our Characteristics and Personality traits and identity and the "I" principle and it represents what is Personally felt as it is the most personal point in the chart. With Planets here we can see that those energies would directly affect our expression of Self and blend together with our Original Auric energy being that this house correlates to the Fire element representing energy. I believe that the First house and it's cusp gives us a lot of information as to what kind of energy we project out into the world(or the energy we hide from the world). The 4th house shows us in my opinion the part of us that relates to the past energy  and I can't help but, believe that as true. The 4th house also represents the initiation of something but this time it isn't our energy perse, it represents the initiation of feeling and emotion being that it corresponds to the Water element. Now with this house being a personal house it does represent what personally affected us and inspired and initiated our being from the past so this ties in with the family of course.Astrologers relate this house to our roots and our Home environment and that does make a great deal of sense tome but, I can't help but feel this house relates to our talents because of the fact that I relate the Moon/Cancer/4th house energy to our talents and what is subconscious for us.  So I am going to go on to describe Neptune's Placement in the Chart before I get tired hehe :D
(Remember a couple other factors go into whether or not Neptune's placement directly gives psychic ability or not such as whether it is in an Aspect to the Moon or Mercury or the Sun or other personal planets).

Neptune in the 1st house= Psychic Sponge, it represents someone who's more Spiritual and artistic or imaginative energies are directly expressed through the person's Auric fields and outward expression.So this person takes on the more Psychical and Mediumistic energies and because it correlates to the Piscean and Receptive energies this person becomes more of an antenna to the Psychic energies around them.If this placement proves correctly this person will have been psychic or sensitive their whole life
since birth actually. Now of course other placements dictate to whether this person comes off as simply out of touch with reality or glamorous or simply creative.
