Welcome to the official website of the Commission for the Implementation of the Constitution, CIC. The CIC is established under Section 5 of the 6th Schedule of the Constitution. Its detailed functions and operational framework is set out in the Commission for the Implementation of the Constitution Act 2010. Under both the Constitution and the Act, the functions of CIC are to monitor, facilitate, coordinate and oversee the development of the legislation and administrative procedures required to implement the Constitution. This primary mandate is set out in Section 5(6) of the Sixth Schedule to the Constitution of Kenya 2010. In Section 15(1)d of the same Schedule, CIC is required to oversee the proper implementation of the devolution process. As a constitutional commission, CIC has a further mandate set out in Article 249 (1) of the constitution. Under this Article CIC is required to protect the sovereignty of the people, to secure the observance by all state organs of democratic values and principles and to promote constitutionalism. The Constitution and the Act require CIC to submit quarterly reports to the President, the Prime Minister and the Constitution Implementation Oversight Committee on the progress in the implementation of the Constitution and any impediments to the implementation. However the letter and spirit of the Constitution also requires CIC to regularly update the people of Kenya on its activities to ensure public participation in the implementation process. This website is part of the process by which CIC will communicate with the people of Kenya and offer an opportunity for Kenyans to air their views.
