Secondary school heads are calling for a review of the free learning programme, claiming the current programme was messing up the education system. The principals’ plea comes in the wake of reports by the Nation that their institutions are facing severe operational problems as a result of government delays in disbursing free school money. More than Sh5 billion meant for primary and secondary schools is yet to be released, although it had been factored into the current financial year, which ends next month. As a result, the headteachers had accumulated huge bills from suppliers who released textbooks, chalk and dusters hoping they would pay up once the government released the money. Support staff, including bursars, watchmen and typists were also going without salaries. Already, the Kenya Booksellers Association has announced its members will not supply schools. On Thursday, the Kenya Secondary School Heads Association chairman, Mr Cleophas Tirop, said there was a danger of students being sent away schools to collect money for running the institutions. The delays were hurting learning, especially in day schools where students entirely relied on the government funding. Mr Tirop asked the Education ministry to call an urgent meeting and map out a new plan to fund pupils in schools. But Mr John Mwandikwa, the Education ministry’s assistant director of public communications, said there was no cause for alarm as the situation was under control.
