Despite the growing numbers of children in foster care over the past decade, fewer children in care are eligible for federal assistance because the old 1996 AFDC standards are still being used to determine eligibility for assistance. “On-the-Line with CWLA features a timely discussion about the increasing shortfall in federal support for children in care; recommendations to update eligibility standards; and news about a recent action by Congress to address some of the eligibility problems.
