It is not that we should not acknowledge an offense for "thou shalt in any wise rebuke thy neighbor". Which means for any offense you may bring attention to a situation. However you may "not avenge nor bear any grudge against the children of thy people, but thou shalt love thy neighbor as thy self: I am the Lord". (from Leviticus 19:17-18) I believe that thy people today would include all of the children of men. This should be very clear.
Just before this he says "thou shall not go up and down as a talebearer among the people..." (Leviticus 19:16) So we are not to belabor offenses of others and continue to "rub their noses in it" so to speak.
