Terrorism conducted in the name of animal liberation and preservation of natural resources targeted a small number of industries, narrowly focused on their particular passion. Meat packers, fur farmers, loggers, and research labs are some examples. In the late turn of this century, an interesting partnership developed between the extreme factions of animal liberationists, deep ecology extremists and criminal anarchists. The relationship evolved out of the anti-globalization movement and by the middle of the first decade of the 21st century, newly formed “green anarchists” had developed a significant anti-corporate, anti-government ideology that transcended unique business interests and essentially raised all corporate and government operations to the top of the target list. Recent trends in their targeting decisions and tactics are particularly troubling. The dynamics of the anti-globalization movement begun in the 1990’s in the US are being replicated in the early stages of the “Occupy” movement. We saw very large and destructive protest activity reach a crescendo in the early 2000’s but the bar was raised concerning acceptable tactics when exercising 1st Amendment rights. We are already seeing signs of the insertion of criminal elements into the “Occupy” movement and the similarities with the anti-globalization movement are striking. The survey also finds that the recession has led to a new frugality in Americans‘ spending and borrowing habits; a diminished set of expectations about their retirements and their children‘s future; and a concern that it will take several years, at a minimum, for their family finances and house values to recover. Not all survey findings are bleak. More than six-in-ten (62%) Americans believe that their personal finances will improve in the coming year, and a small but growing minority (15%) now says the national economy is in good shape. These green shoots of public optimism are not evenly distributed—nor do they always sprout from the most likely sources. Several groups that have been hardest hit by this recession (including blacks, young adults and Democrats) are significantly more upbeat than their more sheltered counterparts (including whites, older adults and Republicans) about a recovery both for themselves and for the national economy. This report analyzes economic outcomes, behavioral changes and attitudinal trends related to the recession among the full adult population and among different subgroups. Construction companies that rely on federal highway, transit and airport contracts can breathe a little easier as legislation is moving in Congress to extend surface-transportation and aviation programs as well as the taxes that finance them. But the relief is only temporary. The new legislation continues highway and transit programs through March 31 and extends airport grants and other Federal Aviation Administration programs through Jan. 31.   The House passed the new stop gap measure on Sept. 12, on a voice vote. Senate action was expected to follow. Lawmakers were aiming to wrap up the bill before the current short-term aviation bill expired on Sept. 16 and well before the highway-transit authorization runs out on Sept. 30.   Once again we need what? So what is the problem? 66% of major raods in California are in poor or mediocre condition and the biggest contributor to vehicular deaths. 29% of California's bridges and overpasses are structurally deficient or functionally absolete. Traffic congestion costs motorist $18.7 billion annually in lost time and wasted fuel. Poor roads costs motorists $13.5 billion annually due to lost productivity, lost earnings, medical costs and emergency services. Californians purchase approximately 18 billion gallons of fuel per year, for a cost to every motorist of $2.20 dollars per gallon casuded by these issues. Revenues to meet the needs of repairing roads and relieving congestion have fallen short by $11 billion annually for the past ten years. The average tax on fuel in the U.S. is about 50 cents per gallon, in California it is 53.7 cents. In any other industralized nation, it averages $3.50 to $5.50 per gallon.
