Ever wonder why we see the same dogs in rescue over and over? Why does a dog get adopted and returned? Our theory is that the system is designed to fail. Dogs are being picked up as strays and adopted out without any form of rehabilitative training. When they develop "issues" after adoption they are returned to the shelter or strayed again. Then they are once again adopted out (still without benefit of any rehab training) and returned. Some dogs end up being euthanized as "unadoptable" after being returned too many times.
