The family of Mark Howard spoke publicly for the first time. They contend homeowner Richard Wayne Williams killed Mark Howard in cold blood and the castle doctrine does not justify the shooting. The family says Mark Howard was on a bicycle and was riding away from the property of Richard Wayne Williams at the time of the shooting. They family states the police department has changed their story about the shooting several times and they have lost total faith in the way the investigation was handled. Dr. Zoe Spencer joined the family for this discussion and is asking that outside agencies be brought in to look into the shooting death of Mark Howard.
As of August 26, 2011 SLED (South Carolina Law Enforcement Division) has officially re-opened the investigation into the shooting death of Mark Howard.
