Alan Joyce, is a Regional Vice President of SCA Markets for Fringe Benefit Group (www.fibi.com).  For 10 years now, Alan has worked exclusively with service contractors working in the local, state, and federal arenas.  As a Regional Vice President, he is responsible for working with government contractors, insurance brokers, tax consultants, and benefit consultants seeking solutions for local, state, and federal Health & Welfare Benefit Rates.  The end result of his work can help you reduce payroll burden, increase competitiveness on your bids, maximize profits, and remain compliant.

Fringe Benefit Group originated the offering of bona fide benefit plans for Davis-Bacon and Service Contract Act contractors. They specialize in the prevailing wage market and have worked with government contractors for over 30 years. Through The Contractors Plan, they offer retirement plans and major medical, dental, vision and life insurance designed specifically for government contractors who work on Davis-Bacon and Service Contract Act jobs.

Alan has 26 combined years as a fully licensed Life & Health and Property & Casualty representative. His focus is working with the Health & Welfare Benefit Rate that government contractors are faced with and providing solutions with Group Health, Ancillary Benefits such as Life, Dental, Vision, and STD. Also, HRA's, ASO, and SCA Compliant Retirement Plans.

He has a specific focus on the compliance & proper use of the Health & Welfare Benefit Rate as it pertains to the Service Contract Act (SCA) and AbilityOne (formerly NISH), Federal Acquisition Regulations (FAR), and the Code of Federal Regulations (CFR 29).
