Carlee McCullough, Esq. is the Officer of Contract Compliance for the City of Memphis.As the Officer of Contract Compliance, she is responsible for the enforcement and administration of the City of Memphis’ Minority andWomen Business Enterprise (M/WBE) Program and the Small Business Enterprise (SBE) Program by monitoring contracts for compliance, and providing information and assistance to certified M/WBEs and SBEs to increase their ability to compete effectively for city and private sector contracts.
McCullough serves as the legal liaison for the Memphis and Shelby County Film Commission as well as the Memphis and Shelby County Music Commission. In addition, she is responsible for the creation and the implementation of the Diversity Developer Incubator (DDI), the nation’s premier comprehensive instructional program designed to increase minority and women in real estate development. Furthermore, she is in charge of the overview and compliance with allTitleVI discrimination issues, filings and reviews. McCullough is a member of Alpha Kappa Alpha Sorority, Inc. and Former Adjunct Professor of Business Law at LeMoyne Owen College. She is a member of Black Entertainment & Sports Lawyers Association (BESLA) and writes a weekly business column for theTri-State Defender Newspaper.
