This informs the FBI that I have proofs of Official Corruption, Human Trafficking Kidnap For Profit Child Abuse Scheme, which is inflicting one assault after the other upon my family and Philadelphia families who are systematically victimized by the rampant, unchallenged corruption I had the misfortune of documenting with voluminous proofs in the First Judicial District, Court of Common Pleas, Philadelphia County, Pennsylvania.   I am on my way to Federal Courthouse to file enclosed Emergency Second Amended Complaint and as twice before, fear for my life and have reason to believe I may be falsely arrested by Defendants’ accomplice Family Court Judge Robert J. Matthews, Judicial Perjury Sua Sponte Order for my Arrest. When I called the US Marshal’s office Saturday, they explained I should speak with US Marshal on Monday. As before, just in case I do not reach the courthouse safely, please record my intent to make Honorable Mitchell S.   COMES NOW, Roxanne Grinage (“Crime Victim Plaintiff”) in her own right, and respectfully asks U.S. District Court for the Eastern District of Pennsylvania to scrutinize the civil rights violations committed against her family by a group of corrupt officials who abuse the Public Trust and taxpayer supported courts and agencies to inflict capital crimes against Victim Plaintiff which have resulted in prolonged aggravated assaults, terrorism, stalking, harassment, financial devastation and loss of freedom.
  
  Crime Victim Plaintiff is a law abiding citizen and believes as follows:
  
  a. The Constitution of the United States of America is the supreme law of the United States. Empowered with the sovereign authority of the people by the framers and the consent of the legislatures of the states, it is the source of all government powers, and also provides important limitations on the government that protect the fundamental rights of United States citizens.
  
  b. Federal crime victims* have the following rights, as set forth in 18 U.S.C. § 3771:
  (1) The right to be reasonably protected from the accused.
  (2) The right to reasonable, accurate, and timely notice of any public court proceeding, or any parole proceeding, involving the crime or of any release or escape of the accused.
  (3) The right not to be excluded from any such public court proceeding, unless the court, after receiving clear and convincing evidence, determines that testimony by the victim would be materially altered if the victim heard other testimony at that proceeding.
  (4) The right to be reasonably heard at any public proceeding in the district court involving release, plea, sentencing, or any parole proceeding.
  (5) The reasonable right to confer with the attorney for the Government in the case.
  (6) The right to full and timely restitution as provided in law.
  (7) The right to proceedings free from unreasonable delay.
  (8) The right to be treated with fairness and with respect for the victim's dignity and privacy.

  3. Family Court Judge Robert J. Matthews has surfaced to be an accomplice in the conspiracy, cover up, racketeering, kidnap for profit child selling scheme of Defendants.
  4. Family Court Judge Robert J. Matthews commits Judicial Malpractice and Perjury and surfaces to be complicit accessory to Racketeering Child Selling Scheme conducted in Philadelphia Family Court.
  5. 10/16/09 Sua Sponte arrest warrant for Crime Victim Plaintiff to “be held and brought before Robert J. Matthews only”; not postmarked until 10/21/09; and not received by mail until 10/24/09; is in contempt of these Federal Court proceedings and further victimizes Official Corruption Crime Victim Plaintiff by stalking, terrorist, harassment, relentless, threat of false arrest and imprisonment of Crime Victim Plaintiff, Roxanne Grinage.

Do Racketeering Child Selling Ring Family Court Corrupt Attorneys and Judges Defendants, Fern Brown Caplan, Timothy E. Possenti, Lisette Shirdan-Harris and now Judge Robert J. Matthews ever have to answer for their complicit accessory roles in 14 counts of Official Corruption Pa Eastern District 2:09-cv-04119-MSG which include Willful Reckless Child Endangerment, Fraud of Several Recovery.gov Stimulus Funded Agencies; Racketeering, Kidnap For Profit, Falsifying and Destroying Evidence, Extortion, Conspiracy, Cover Up, and systematic Child Selling Scheme?
  
  Please say if you will allow enforcement of above described bench warrant, attached along with my October 19, 2009 Letter Notice and Federal Court’s docket report, begging for your help. Should I surrender to this Bench Warrant? Do these proven criminal Family Court positioned attorneys and judges have jurisdiction over me as a law abiding US Citizen? I’m supposed to start a job on Tuesday. Must my family suffer assault after assault, loss after loss because of this deeply rooted Corruption in Government Problem in Philadelphia Family Court?

GRINAGE AND MATERNAL GRANDMOTHER, ROXANNE GRINAGE. HOLD, BRING BEFORE JUDGE MATTHEWS ONLY. THE CHILD SHALL APPEAR AT THE NEXT LISTING.   WHEREFORE, Crime Victim Plaintiffs, Roxanne Grinage, pleads with Honorable Court U.S. District for the Eastern District of Pennsylvania, grant reliefs which acknowledge Roxanne Grinage is an official corruption crime victim who is protecting her grandchildren from the proven criminal intent of defendants and accomplices within First Judicial District Court of Common Pleas Philadelphia Family Court Division, and these Family Court positioned attorneys and accomplice judges are nothing more than criminals whose crimes against Victim Plaintiffs are indicative of the obstinate, deep rooted, repetitive and unchallenged victimizations of so many other Philadelphia, Pennsylvania children whose deaths, rapes and prolonged child abuse may be learned about by examination of the unchallenged rampant corruption in Philadelphia Family Court as it is affiliated with Department of Human Services and its list of paid service contractor providers.
