  There is a liquid demographic of Americans who strategically trouble shoot and minimize projected losses.
  
  The Worldwide Population of Disadvantaged Creators© is fluid, both monetarily and demographically. Demonstrating the ability to "Survive and Hold On As a Business Rationale"©, Americans adapt and change directions to find ways and means to avoid the irresponsible, unfair, repetitive debiting practices of banks which are triggered and mechanized by a machine like process for which the hard working account holder has no say in the matter.
  
  The strategically thinking, extremely intelligent, passionate about taking care of their family, American forsakes any desire to win the approval of any traditionally mechanized expectation and shifts to take on the characteristics on paper of whatever expectation they have to in order to save their family. If a family lives in a rental home and income circumstances require them to move, they can coordinate last month's rent and security deposits to buy time to move their family with all of their possessions to another rental home. The two or three months rent needed to move into a rental property is a more reasonable chunk of money to come up with than a down payment for a house or what it takes to clean up credit before a bank, still unable to accurately measure credit worthiness, will think about giving passionate family providers a mortgage for a house. If the family is paying a mortgage, and their income circumstances change, they are going to get caught up spending their money on food and transportation while they begin trying to understand the various programs and advisory services that claim their home can be saved by foreclosure. Americans undergo various degrees of wasted time, victimization by home foreclosure consultant con artists, and look up all too late to find themselves not only being in the same position as before - having to move their families - now, the family is locked out of their homes, suffering greater loss when denied their possessions and basic needs.
  
  Having demonstrated the creative ability to be resourceful in living check to check, between jobs and surviving the quality of life destroying attacks of systemized health care, child welfare, incarceration, education, mortgage, housing and courts machines, Americans choose smartly to get paper pay checks (no direct deposit) or earn cash off the books; use prepaid utilities; and load prepaid debit cards when they need to transact point of sale purchases or buy online. Many heads of household put their faith in themselves for providing steady housing for raising their families and choose to live long term in rental houses and apartments, rather than qualify on paper for mortgage loans to buy houses that they are likely to be pad locked out of when foreclosed upon.
  
  Banks and lenders ability to assess credit worthiness is one dimensional and does not recognize the attributes of the American who is actually the better credit risk. Many working families, usually single parents who are already struggling with working and keeping their children safe incur eviction and utility judgments unfairly because they don't dare take off the time from work to go to court to answer the mechanized claims against them falsely made by unaccountable utility companies whose poor work ethic employee allowed the electric to stay on because the slum landlord wouldn't give them access to lock the meter after the family moves out. Or the other frequently occurring scenario, the dishonest slum landlord plays a rent vs. security rhetoric game with what they call the last month's payment which is really owed to the family that moved out but dishonest landlord makes false claims to mis-administrated landlord tenant courts which enter default judgments against single working parent devoted to earning a better life for their children by moving out of the dump.
  
  The disadvantaged creator of family and work product contribution is hobbled by credit report fields that do not reflect the true circumstances of the debt on paper. The victimized family provider now begins to seek ways to avoid attachment of his/her earnings. The earner does not compromise taking care of their family. Instead they find ways to continue purchasing, communicating, transporting themselves, living indoors and paying bills without bank accounts.
  
  Administrative steps should be embedded in all applications for credit that gather and consider prepaid services paid over and over again like cell phone time, rent receipts, printable online debit card statements, cash purchase receipts for technology, clothing and automobiles, internet service provider and online hosting fees paid, weekly and monthly transportation passes; statements from entities showing attachment of IRS refunds and earned income credit; and online merchant services accounts receiving and paying out money (eBay and Pay Pal).
  
  IRS refund attachments are important to show that the taxpayer files every year even though they know they will not get the benefit of their refunds. They file knowing the money will be credited to child support and student loan, hospital and credit card attachments. This characteristic of integrity is measureable for assessing credit worthiness. eBay Sales Reports and Feedback Ratings and Pay Pal Account Statements can show legitimacy and solvency of rigorously transacting online business owners. Currently, Banks do not accept these as forms of proof of income and for more and more Americans, this is our primary source of income.
  
  Formulas should be developed by economists that award DEBT FORGIVENESS POINTS for each component of cash solvency and longevity of residence proof the current "bad credit" rated customer can show. Requiring Banks to use the formula fairly in standard fashion will reveal best credit worthy consumers. "It's not welfare or charity if businesses advance creator contributors something that unlocks the creators' quality of life enhancing contribution to be consumed by the business."©

We have no doubt, that if The President’s Executive Staff and Officers read this, their senses of moral and professional responsibility will compel qualified responses that guarantee the permanently successful implementation of U.S. Economic Recovery Plans and Budgets.
