Did he read Leo Donofrio's article about Grand Juries? Leo says the right of citizens to bring "presentments is a power unequivocally reserved to the people in the 5th amendment of the U.S. Constitution. It seems to me that using the authority of the Magna Carta is much weaker than the Constitution.
