"The kingdom of God organization was a higher organization than that of the Church. As we said, although Joseph held the keys of the kingdom, he did not organize it until just before he died, because it was not until then that he had enough been qualified through experience, Manu had a knowledge of priesthood and who could act in its offices and perform in the functions of that calling. Joseph stated:

"… For the fundamental principles, government and doctrine of the church are vested in the keys of the Kingdom" TPJS, page 21.

"In the eight hour meeting of 1886 (at which the Savior visited John Taylor) steps were taken to preserve keys, rights, ordinances and laws that the Lord knew would be tossed aside by the Church. This was a natural thing for the Lord to do in order to avoid the end result is the devil's work, which was to thwart the work of God in the priesthood. He did not sidestep the Lord's anointed head or chief apostle. Indeed, he acted through this proper and established authority on the earth, not as the president of the church, but as president of the "Hi Priesthood" over the high priesthood of the church and the Kingdom"

There are keys that never have been vested in the church, which belong to the Priesthood of God in the "further organizations" which Joseph established under a command that God's gospel this is, for the salvation of man on the earth.
