From Dr. Drapeau: Yes. I think that social software like the Intelligence Community's system called INTELINK cab be used for exactly that. Old habits die hard, but the reality is that if people need a cabability and aren't allowed to use it, they tend to circumvent rules and make their own capability - which might be less secure and efficient than adopting the original proposed change. This is something we have observed and thought a lot about in the course of our research.

Do you think that Social Software (chat or otherwise) can be utilized to foster better inter-service communication? Not long after the Service Opp Centers were co-located at the pentagon, I was on watch and we had an issue where my service (Navy) needed AF lift capability.
