    BILLINGS – Confusion and secrecy about American Police Force has grown during the last few weeks.

    “APF has been here for 10 months but it has never been stealth,” said APF spokesperson Becky Shay at a press conference on Saturday morning. The group announced its plans to fill the $27 million dollar detention facility and build a police training center next to the jail. While they gave details for the site, other questions went unanswered.

    During the press conference APF also refused to release any information on its funding or organization “The decision is the name of the parent company will not be released,” said Shay.

    When questioned about the decision to show up in Hardin last week in vehicles with “Hardin Police” templates, members were brief in their explanation. “They are to show are intentions are good,” said APF leader Captain Michael Hilton. “Why not put an APF logo on it,” said Shay. “You know we’re getting there.” All of the decals were removed from the vehicles two days later.

    APF has consistently stated the community has nothing to fear and says its plans will help stimulate the Hardin economy. “This corporation’s intention is to buy local and stay local and do local business as much as we can,” said Shay.

    Residents appear split in their feelings over the company. Some want more information, but others believe it will be a tremendous boost to the area. The company plans to hold a job fair in Hardin the third week of October.

    Another development this weekend was the naming of Shay as APF’s new public relations director. Shay was a reporter with the Billings Gazette who had covered the detention facility story for last few years. She announced on Friday she was leaving the paper and hosted the APF press conference Saturday morning.

    American Police Force spokesperson, Becky Shay, said the private police group would not house terror suspects from Guantanamo Bay, Cuba.

    Last April, the executive director of the Two Rivers Authority expressed interest in housing Gitmo detainees and the Hardin City Council approved efforts to bring them in.

    President Obama ordered the U.S. prison at Guantanamo Bay to close by next January. White House officials are now saying they are most likely not going to meet that deadline. Reuters news outlet reports that an Obama administration official, who wished to remain anonymous, said that the White House is close to selecting a U.S. location for some of the Gitmo detainees to be transferred once the facility closes.

    They said possible locations in Michigan and Kansas are no longer being considered, but would not say what sites are in the running. In May, the U.S. Senate voted 90-to-6 to deny the $80-million dollars needed to fund the closure of the U.S. prison at Guantanamo Bay.

    Government contract databases show no record of the company. Security industry representatives and federal officials said they had never heard of it. On its Web site, the company lists as its headquarters a building in Washington near the White House that holds “virtual offices.” The company also boasts to have “rapid response units awaiting our orders worldwide” and that it can field a battalion-sized team of special forces soldiers “within 72 hours.” The group’s members include major security contractors Triple Canopy, DynCorp and Xe Services, formerly known as Blackwater Worldwide.

    During the past year, much has been said and written about the Two Rivers Detention Center
    (facility) in Hardin. Community leaders and Texas developers met with me and my staff last fall
    seeking inmates for the facility. I was in Miles City, Baker, Ekalaka and Broadus meeting with folks
    about the new state back up computer center, coal development and other issues of concern to
    eastern Montana on Tuesday, March 11 when a delegation visited the Capitol and met with my staff
    and representatives of the Department of Corrections (DOC) about the facility. The group delivered
    signed petitions inviting me and members of my Administration on a tour of the facility and I look
    forward to visiting sometime in the next several weeks.
    Accompanying the petitions was a letter from the Executive Director of the Two Rivers Authority and
    the Mayors of Hardin and Lodge Grass. The point of the letter was, “We don’t want a handout, we
    want a helping hand.” Before discussing how best I might be able to help, I first need to clear up
    some issues.
    It has been said that the state of Montana committed to providing inmates to the facility
    during Governor Martz’s Administration and that I reneged on that commitment.
    The fact is that no commitment was ever made by the State of Montana to the facility. No contracts
    were ever signed between the state and the facility. Further, the facility did not respond to a project
    issued for competitive bid in January, 2006 by the DOC for 120 beds through the state’s “Request for
    Proposal” (RFP) process. Finally, the facility did not respond to a “Sources Sought Notice” for 96
    secure beds in Montana by the U. S. Marshall’s Service in 2005. According to Bill Slaughter, who
    served as Director of the DOC under Governor Judy Martz and during the first year and a half of my
    Administration, in testimony before the Corrections Advisory Council on February 12, 2008, “We
    didn’t sign any contracts with this group; there are no e-mails or promises. I don’t know what to tell
    you. I was actually surprised they were under construction.”
    It has been said that as Governor, I can send Montana prisoners needed to open the facility.
    Two facts relate to this issue. First, we do not have prisoners to send to the facility. Community
    corrections policies that the Legislature enacted and I have implemented are reducing the number of
    locked-up non-violent inmates with cost savings to taxpayers and increased public safety. Please
    see the enclosed March 9, 2008, Billings Gazette editorial recognizing the success of these policies.
    Second, all community corrections services authorized by the Legislature require DOC to obtain
    those services through the competitive RFP process I mentioned earlier. This competitive process,
    outlined in detail by Director Mike Ferriter to the folks from Hardin on March 11, helps ensure that
    corrections professionals, not politicians, make the critical decisions on the criminals sentenced to
    the jurisdiction of the DOC. It also helps ensure that the taxpayers are protected against the misuse
    of their money. Selecting the facility to perform community corrections services without going
    through the competitive process would be against the law.
    It has been said that as Governor, I can bring in out-of-state prisoners to open the facility.
    The fact is state law does not allow a “detention center” (a fancy name in Montana law for a county
    jail) such as the facility in Hardin to house out-of-state inmates. Your own city attorney requested an
    Attorney General opinion on this issue. Attorney General Mike McGrath, who is elected by the
    people of Montana, issued an opinion on December 3, 2007 affirming that housing out-of-state
    prisoners in a detention facility is against the law. That opinion is being challenged in court by the
    City of Hardin and the Two Rivers Authority. Until and unless the court overturns the Attorney
    General’s opinion, it is legally binding on me as Governor as well as on all state government.
    It has been said that as Governor, I should have told you to stop the project after you started
    it with no contracts for prisoners.
    The fact is according to the Executive Director of the Two Rivers Authority your local government
    built a “detention center.” Contrary to the opinion expressed by one member of the delegation here
    last week, legally it does make a big difference what you built. Unlike prisons, the state isn’t involved
    in building “detention centers.” Those are local decisions. I don’t know a sheriff, police chief or
    county commissioner in Montana who wants the state Corrections Department, let alone the
    Governor, to start telling them about building county jails. DOC legal counsel Diana Koch explained
    the important distinction between prisons and jails to the March 11 delegation as reported in the
    March 12, 2008 Big Horn County News, “We understood you were building a detention center, which
    is in essence a county jail. We thought you were going to contract with your county, with other
    counties and communities, maybe even with the Bureau of Indian Affairs.”
    It has been said that economic development in eastern Montana is not a priority of mine.
    In fact, I have instructed my economic development staff and the various state departments involved
    in economic development to tilt their efforts in economic development to areas “outside the boot”-
    predominately eastern Montana counties and areas on or near Indian Reservations. They have
    followed that directive and, as a result, we are focused on projects that represent the best chance to
    secure economic development in eastern Montana through oil & gas development, increased coal
    production, energy projects that range from wind to advanced clean coal technologies, connectivity
    and technology advancements such as the new state backup data center in Miles City and
    renewable technologies like Sustainable Systems (formerly Montola) in Culbertson.
    Projects specific to the Big Horn County, Hardin and Crow Nation area:
    • We worked with Hardin local development officials on a wind turbine manufacturing facility
    and service facility prospect. In fact, we put Hardin on the short list for the project.
    • We supported with infrastructure improvement in the area, as well, including a Montana Coal
    Board grant in the amount of $61,709 to the Big Horn County Hospital for roof repairs (the
    amount was later increased to $85,555), and a Montana Coal Board grant to Big Horn
    County $200,000 for repairs to the Sarpy Creek Road.
    • We recommended and the Legislature approved infrastructure improvements assisting the
    Crow Tribe, including:
    o a $750,000 Treasure State Endowment Program (TSEP) grant to the Tribe to assist in
    the construction of a new wastewater treatment lagoon,
    o a $500,000 TSEP grant to the Tribe to build a new sewer interceptor, two lift stations,
    and sewer laterals in Crow Agency,
    • We also supported a Montana Coal Board grant in the amount of $60,000 to the Crow Tribe
    for the completion of a preliminary Engineering report for Phases 3 and 4 of its master plan to
    improve water and wastewater systems in Crow Agency.
    • My Department of Environmental Quality (DEQ) has worked with Westmoreland Resources,
    Inc. (WRI) and the Crow Tribe on the permitting process for a portion of the Tract III Coal
    Lease north of the Crow Reservation (for which the Crow Tribe owns the mineral rights),
    which would help the Absaloka Coal Mine to continue to operate well into the future.
    • We remain committed and have spent substantial time and effort in support of the planned
    ethanol facility to be located near the new power plant.
    You have asked me for a helping hand. Following are some alternatives the facility, by law,
    can pursue.
    First, the facility can respond to RFP’s issued by DOC. Montana’s Jessica’s Law, which I signed into
    law after passage by the 2007 Legislature, calls for establishment of a low risk sex offender
    treatment center of 116 beds. The DOC anticipates releasing the RFP this summer and expects the
    selected facility to be operational in early 2009. Also, I believe that the 2009 Legislature will consider
    proposals for further community corrections programs.
    Second, the facility can negotiate with other detention centers in Montana to house prisoners.
    Third, early last week I was briefed by the U. S. Department of Interior/Bureau of Indian Affairs on
    conversations they are having with Crow Tribal Chairman Carl Venne about use of the facility. I look
    forward to working with you and Chairman Venne to fully explore this alternative.
    I know that emotions are running high on this issue in Hardin. I suggest the best way to make
    progress is to take your city attorney’s advice, as reported in the Billings Gazette on Wednesday,
    March 12, 2008, to stop pointing fingers and try to find some ways to use the facility.

    A message to all members of Constitutional Emergency

    You're an 19 year old kid. You're critically wounded, and dying in the
    jungle in the Ia Drang Valley , 11-14-1965, LZ X-ray, Vietnam. Your
    infantry unit is outnumbered 8 - 1, and the enemy fire is so intense,
    from 100 or 200 yards away, that your own Infantry Commander has
    ordered the MediVac helicopters to stop coming in. You're lying there,
    listening to the enemy machine guns, and you know you're not getting
    out. Your family is half-way around the world, 12,000 miles away, and
    you'll never see them again. As the world starts to fade in and out, you
    know this is the day.

    Then, over the machine gun noise, you faintly hear that sound of a
    helicopter, and you look up to see an un-armed Huey, but it doesn't
    seem real, because no Medi-Vac markings are on it. Ed Freeman is
    coming for you. He's not Medi-Vac, so it's not his job, but he's flying his
    Huey down into the machine gun fire, after the Medi-Vacs were ordered
    not to come. He's coming anyway. And he drops it in, and sits there in
    the machine gun fire, as they load 2 or 3 of you on board. Then he flies
    you up and out through the gunfire, to the Doctors and Nurses.

    And, he kept coming back... 13 more times. And took about 30 of you
    and your buddies out, who would never have gotten out.

    Medal of Honor Recipient, Ed Freeman, died last Wednesday at the
    age of 80, in Boise, ID.

    May God rest his soul.

    Dave Jeffers, A Gold Star Dad

    I met Dave and Eddie Jeffers through a newspaper forum after posting Eddie's "Hope Rides Alone". What a remarkable father/son team! Though Eddie was in Iraq and Dave was here in the States, they some times posted almost vebadum words in reply to the attacks from the moonbats.  I know where Eddie got his 'gift' for words because his dad has the same gift. God speed Eddie, we miss you.

    Deep Waters‏
    Eighteen months ago today my son Sergeant Eddie Jeffers went to be with Jesus when he gave up his spirit on an Iraqi desert floor.  Eddie was only 23 ½ years old when he died, but he had lived the fullest life of most men I know.  More importantly he had touched hundreds of thousands of lives across the world with his “rant” known to the world as “Hope Rides Alone.”

     

    Eddie’s skill for writing came from his love of books…he loved words.  I remember teaching him at an early age how to use a dictionary so he could look up the meaning of words for himself.  Words mattered to Eddie and your word was all he needed from you because he put much stock in it.  The only way to lose his trust was to not be good to your word.  Most importantly, Eddie’s words when he wrote flowed from his heart; it was literally effortless.  For a man who has spent the last twenty years of my life honing my writing skills, the one thing that bypassed me and went straight to my son was his effortless ability to share his heart and wisdom.  It was his God-given talent:

     

    “The words of a man’s mouth are deep waters; the wellspring of wisdom is a flowing brook.” (Proverbs 18:4)

     

    Eddie’s writing was so profound that many well-meaning readers wrote me to be sure that Eddie was real and that he had actually wrote Hope.  Other hateful people wrote spewing vile comments about Eddie sure that he was a fake because no 23 year old Infantryman could write like that.  In fact one blog site put together a dossier on me to try and prove that it was actually me who wrote it.

     

    Why would some hate what Eddie wrote?  Why would some not look inward as most did and search themselves to see if what Eddie wrote did not apply to them?  I know it made me stop and think and I am his father!  To hear such wise words for most is refreshing; many veterans of past wars, particularly Vietnam vets wrote Eddie and thanked him for speaking for all combat veterans.  It was a way to shine the light on a dark period in our nation’s history.  It renewed, restored, and reaffirmed their lives.  It brought life.

     

    On the other side of that coin is darkness and death and darkness hates the light:

     

    “And this is the condemnation, that the light has come into the world, and men loved darkness rather than light, because their deeds were evil. For everyone practicing evil hates the light and does not come to the light, lest his deeds should be exposed. But he who does the truth comes to the light, that his deeds may be clearly seen, that they have been done in God.” (John 3:19-21)

     

    Eddie believed that he had a strange relationship with God because of his vocation; how does a Christian man who loves Jesus reconcile the amount of people he had to kill?  That always weighed heavy on his mind but he knew that removing evil was his calling.  In a letter to me he wrote:

     

    Sometimes I feel like God and I have more of an uneasy alliance than an actual relationship, because of the brutal aspects of my chosen profession.  But that’s just a passing thought I’m sure Satan throws at me to distract me.  This war goes deeper than Americans vs. Iraqis for me.  I am fighting evil incarnate in the flesh on Earth.  Evil that must not be allowed to exist.  But in order to fight them I must make moral compromises; I must walk side by side with the demons I wage war with.  But in the end I realize that our cause is just, and I take peace in that.

     

    Eddie wrote “Hope Rides Alone” in the span of about 15 minutes.  He emailed it to me and then left for a two week brutal battle clearing out the worst neighborhood in Ramadi.  He did not read his email for two weeks.  By time he got back to the camp, Frank Salvato had published Hope and we had already heard from over 700 people.  All of those emails had been forwarded from me to him.  Eddie called me before he opened any of them to make sure I had not sent him some sort of virus.  I laughed and told him he needed to read as many as possible.  He could not understand how his “rant” had affected so many people.  I told him it was because he spoke from his heart as the Holy Spirit moved him:

     

    “A man’s gift makes room for him, and brings him before great men.” (Proverbs 18:16)

     

    I have heard from many people in the public eye; Mark Levin and I have become close friends through Eddie’s letter.  Through Eddie’s life I was able to correspond with a lady named Ginni Thomas and much to my embarrassment did not realize I was corresponding with the wife of Supreme Court Justice Clarence Thomas until she sent me a personalized copy of his book.  Ginni later set up a meeting for Karen and me to meet the justice in his private chambers for two hours.  I do not share this to name-drop; I am showing the truth of verse 16 even though it was Eddie’s father who has been brought before great men.  Also my sister Mary received a note from President Bush personally signed by him and a presidential medallion. 

     

    Today is a good day for me; it is not one of nostalgia or grief.  There will be plenty more days of grief; I have no control over them.  When they come I grieve and rest in the knowledge that Eddie is with Jesus Christ because he accepted the Lord as his personal savior.  No, today is a celebratory day; I am celebrating my son’s life.  I am celebrating that our Lord saw fit to use a dorky kid from Daleville, Alabama to become a fierce warrior and an amazing writer.  My dear friend Ken Walsh sometimes feels cheated because he knows Eddie had so many more powerful words to share with the world and those are now lost.  I sympathize with that but ours is not to wonder why; we can enjoy the deep waters that Eddie left behind.

     

    I’m sure Eddie will nudge me when I get to heaven for all the people I’ve met because of him, but I’ll nudge him back and say he beat me to Glory’s throne.  Many days I long for that moment; I want to be with my Jesus, my son, my mother and father, my grandparents, my sister Kathy, but as long as I am on this earth in the earthen vessel I have a job to do:

     

    “For to me, to live is Christ, and to die is gain. But if I live on in the flesh, this will mean fruit from my labor; yet what I shall choose I cannot tell. For I am hard-pressed between the two, having a desire to depart and be with Christ, which is far better.” (Philippians 1:21-23) 

     

    Eddie’s life counted for something, not because of his words, and not because of his being a great warrior.  Those are all true but they are the by-product of a life surrendered to Christ.  Eddie would have been the first to tell you that he was not a good Christian, that he allowed too much sin and worldliness in his life, however he would also tell you that he loved Jesus and that Christ was his Lord.

     

    He could say that because his life spoke for him.

     

    Can we say the same?

    What does one TRILLION dollars look like?

    What does one TRILLION dollars look like?

    All this talk about "stimulus packages" and "bailouts"...

    A billion dollars...

    A hundred billion dollars...

    Eight hundred billion dollars...

    One TRILLION dollars...

    What does that look like? I mean, these various numbers are tossed around like so many doggie treats, so I thought I'd take Google Sketchup out for a test drive and try to get a sense of what exactly a trillion dollars looks like.

    We'll start with a $100 dollar bill. Currently the largest U.S. denomination in general circulation. Most everyone has seen them, slighty fewer have owned them. Guaranteed to make friends wherever they go.

    $100

    A packet of one hundred $100 bills is less than 1/2" thick and contains $10,000. Fits in your pocket easily and is more than enough for week or two of shamefully decadent fun.

    $10,000

    Believe it or not, this next little pile is $1 million dollars (100 packets of $10,000). You could stuff that into a grocery bag and walk around with it.

    $1,000,000 (one million dollars)

    While a measly $1 million looked a little unimpressive, $100 million is a little more respectable. It fits neatly on a standard pallet...

    $100,000,000 (one hundred million dollars)

    And $1 BILLION dollars... now we're really getting somewhere...

    $1,000,000,000 (one billion dollars)

    Next we'll look at ONE TRILLION dollars. This is that number we've been hearing so much about. What is a trillion dollars? Well, it's a million million. It's a thousand billion. It's a one followed by 12 zeros.

    You ready for this?

    It's pretty surprising.

    Go ahead...

    $1,000,000,000,000 (one trillion dollars)

    (And notice those pallets are double stacked.)

    So the next time you hear someone toss around the phrase "trillion dollars"... that's what they're talking about.
