    7,000 buildings collapse in China under heaviest snow on record

    13 Nov 09 – Unusually early snowstorms in northern China have stranded tens of thousands of vehicles and motorists, led to the deaths of 38 people, forced the evacuation of 158,000 people, and forced delays or cancellation of hundreds of flights in several cities, including China's capital city, Beijing.

    The snow - heaviest in the area since records began - has caused more than half a billion dollars in damage, including the collapse of more than 7,000 buildings and damage to 297,000 acres (120,000 hectares) of crops, the Civil Affairs Ministry said Friday.

    In Hebei province, three children died after the roof of their canteen collapsed under the weight of the snow. Another 28 were hospitalized.
     
    Another child died in neighbouring Henan province and seven were injured, again when the roof the school canteen collapsed. Three of the students are in a critical condition.

    This is the second year and a row that China has been hammered by massive snowstorms. About 20 months ago, the most severe snowstorm in five decades in southern China caused an estimated $22 billion in direct economic losses, destroying 29.4 million acres (11.9 million hectares) of cropland, and forcing the government to hand out 63.3 billion yuan of subsidies to farmers.

    Waiting In Line For Cheap Crap From China And Mexico

    The remote control for my Time Warner cable box went bad again. This was the third time this year. And then right after it broke the cable box ­ let me be precise- the Scientific Atlanta Explorer 8300 DRV receiver also crapped out within a couple of days.
     
    So I had to drive to the local Time Warner service center (located "conveniently" in Sears) to wait in line and trade in both of these defective items. Take a number and sit there for 20 minutes. The actual transaction doesn't take long, once you have waited in line. The people behind the counter don't even ask what's wrong. They just take the defective Mexican or Chinese electronic item and hand you a new one. They do it all day long.
     
    While I sat there waiting in line I watched five people, including me, exchange defective boxes. It was like we were all in the same club, sitting there with a small paper number in one hand and a defective Time Warner cable box on our laps, waiting our turn. And we all traded them in for new cheap boxes. When my number was finally called the ladies behind the counter were stacking the defective boxes on shelves, while a guy was unloading new ones from a cart.
     
    I said, "These must be made in China."
     
    He replied, "No, Mexico."
     
    Oh, my apologies to China. The defective Time Warner "Atlanta Explorer 8300" cable boxes were not made in China. They were shoddily constructed in Mexico. It was the defective Time Warner remote controls that were made in China. Mine were both bad and I traded each of them in.
     
    I said to the folks behind the desk. "You know, I would rather pay a bit more and have quality electronics built in America." They all nodded in agreement. I felt sorry for them. It must be a boring job, having to sit there all day and deal with angry people trading in their defective Time Warner cable boxes from Mexico and broken remote controls from China.
     
    I said to the guy stacking the defective cable receivers built so poorly in Mexico, "You must have a warehouse full of these."
     
    "We bring 'em in on pallets," he answered.
     
    Before long I was on my way home with a brand new poorly constructed Made in Mexico Atlanta Explorer 8300 cable box, and a soon to fail Made in China remote control.  Yippee! My high def TV is working again, and the programming is every bit as good as the cable box and the remote control.
     
    But I know I'll be back in line again at Sears pretty soon.

    Nasa strikes water after moon crash

    Scientists say significant amounts of liquid found
    • Mission may shed light on evolution of solar system

    It might not be quite as exciting as life on Mars, but water on the moon is surely the next best thing. Nasa scientists yesterday announced that a probe that was deliberately crashed into the moon's southern polar region last month discovered at least 25 gallons of water.

    "Yes, we found water," said Anthony Colaprete, a principal project investigator at Nasa's Ames research centre in California. "We didn't find just a little bit, we found a significant amount."

    Scientists hailed the discovery as a success and finding water is a huge boost for future missions. Most believe the likeliest places for water are at the poles of the moon, where there are craters in permanent shadow.

    Scientists hope future study of the probe's findings could shed light on the evolution of the solar system, in the same way as an ice core sample taken from deep beneath the earth's surface reveals data on ancient geological events.

    The discovery of water is a result of preliminary analysis of data from the lunar crater observation and sensing satellite (Lcross). The probe and an accompanying rocket, Centaur, were deliberately crashed into the Cabeus crater near the moon's south pole and scientists have been studying the resulting plume of lunar dust for the past few weeks.

    "We're unlocking the mysteries of our nearest neighbour and by extension the solar system. It turns out the moon harbours many secrets, and Lcross has added a new layer to our understanding," said Michael Wargo, chief lunar scientist at Nasa's headquarters in Washington.

    Lcross's spectrometer instrument examined light absorbed by the dust particles to determine their composition and discovered a chemical compound emitted when sunlight breaks up water molecules. The probe discovered an estimated 25 gallons of water, Colaprete said.

    "We are ecstatic," said Colaprete. "Multiple lines of evidence show water was present in both the high-angle vapour plume and the ejecta curtain created by the Lcross Centaur impact. The concentration and distribution of water and other substances requires further analysis, but it is safe to say Cabeus holds water."

    But Robert Park, a physicist at the University of Maryland and prominent sceptic of manned space flight, said the discovery means "practically nothing" to future hopes of a base or colony on the lunar surface.

    "They've haven't found a big reservoir of it," he said. "I suspect this is just water clinging to the soil particles. It's of almost no value at all. The amount of machinery you'd have to move up there to try to recover it – you'd have to do a lot before you could pay for the cost of that."

    The Lcross and Centaur spacecraft launched in June and travelled nearly 5.6m miles before separating on the final approach to the moon. Nasa heavily promoted the mission, which occurred during celebrations of the 40th anniversary of the Apollo moon landing.

    On 9 October as the craft neared the moon, Americans gathered on lawns and in parks overnight, awaiting a fireworks display. They were disappointed when the impact was invisible to the naked eye about 250,000 miles away.

    The Nasa mission confirmed a previous discovery announced in September by an Indian space mission, Chandrayaan-1, which found small amounts of water in the lunar soil.

    Guards hold key to power in Iran

    Iran's elite Islamic Revolutionary Guards Corps has amassed unprecedented power in defending the regime of President Mahmoud Ahmadinejad since his disputed re-election in June triggered widespread unrest. Nowhere is this more evident in the way that the Guards, known in Farsi as Pasdaran, have taken control of the Ministry of Intelligence, giving the corps domination of the country's security services. This has coincided in recent weeks with a noticeable increase in clandestine operations by the IRGC's clandestine foreign operations branch, the Quds Force. Whether this signifies a serious escalation in efforts by the IRGC to stir up trouble against Shiite Iran's adversaries, the United States, Israel and the Sunni regimes in the Gulf, Egypt and Jordan, is far from clear.
    But the operations in which the hand of Iranian hard-liners is seen include growing sectarian violence in Iraq, the reported delivery of new missiles to Hamas in the Gaza Strip supposedly capable of hitting Tel Aviv, the reported delivery of new missiles to Hezbollah and the interception of a 320-ton shipload of Iranian arms Israel says it intercepted in the Mediterranean, and the alleged support for Shiite rebels in Yemen that has now dragged Saudi Arabia, Iran's regional rival, into that conflict. This covert activity has swelled as the IRGC has emerged as the dominant power in Iran amid what Oxford Analytica calls "the increasing militarization of Iran's security and intelligence apparatus." This would suggest that the Guard Corps now has a free hand to conduct subversive operations against the Islamic Republic's adversaries, a development that could immensely complicate U.S. President Barack Obama's efforts to negotiate a diplomatic settlement to the burning issue of Iran's nuclear program. This is already largely controlled by the Revolutionary Guard, as is Iran's accelerating program to develop long-range ballistic missiles.

    Ahmadinejad, an IRGC veteran who fought in the 1980-88 war with Iraq, has appointed scores of senior IRGC officers to his Cabinet, provincial governorships and other key posts around the country since he was first elected in 2005, which was largely due to the support of the IRGC.

    That process has sidelined many reformists and moderate conservatives, and one of the main targets of Ahmadinejad's purge has been the Ministry of Intelligence.

    Many of its top echelon were holdovers from the centrist administration of former President Ali Akbar Hashemi Rafsanjani in 1989-97 and that of his reformist successor, Mohammed Khatami in 1997-2001.

    Both are sworn enemies of Ahmadinejad, and he was able to use a series of intelligence failures to justify ousting 20-30 key personnel in the ministry following his re-election.

    The blunders included the apparent defections of a former deputy defense minister, Brig. Gen. Ali Reza Asghari, an IRGC commander, in February 2007 and nuclear scientist Shahram Amiri in Saudi Arabia last May.

    In October 2008 the IRGC was reorganized with a provincial command structure that bolstered its national power and its widening grip on the economy.

    It also formally absorbed into its ranks the Basij, a paramilitary force of fundamentalist zealots, reputedly 1 million strong, that is used to maintain internal security.

    In October 2009 Iran's supreme leader, Ayatollah Ali Khamenei, appointed the Basij commander, Hussein Taeb, a middle-ranking cleric, to head the IRGC's intelligence apparatus, apparently to build it up into a full-blown service.

    Taeb, a notorious hardliner who masterminded Basij crackdowns on dissidents and student protestors, had served in the IRGC in various positions since the early 1980s.

    His successor as Basij chief is Brig. Gen Mohammad Reza Naqdi, another IRGC veteran. He was formerly deputy chief of the Quds Force's intelligence apparatus.

    According to Iran expert Ray Takeyh of the New York-based Council on Foreign Relations, both Naqdi and Taeb "have a history of involvement in torture and assassination campaigns at home and abroad, and they have imprisoned journalists and reformist politicians on trumped-up charges."

    Oxford Analytica noted in an assessment of the IRGC's swelling power that its takeover of the Intelligence Ministry reflects "a continuing battle within the ruling establishment between long-serving conservatives and radicals associated with Ahmadinejad."

    "The militarization of Iran's intelligence and security services under Ahmadinejad is a victory for radical conservatives, whose interests the supreme leader and the older clerical establishment increasingly must take into account."

    IAEA sources: Site near Qom must be a military enrichment facility

    Sources close to the International Atomic Energy Agency in Vienna confirm that the four inspectors who visited the newly discovered Fordo site near Qom last month found a fortified underground installation designed especially for the production of highly-enriched uranium for nuclear weapons. The team's findings contradicted their director Mohamad ElBaradei's dismissal of the site as ""just a hole in a mountain." Their conclusion was cited by a diplomat close to the IAEA to AP as follows:

    "The enrichment hall is too small to house the tens of thousands of centrifuges needed for peaceful industrial nuclear enrichment, but it is the right size to contain the few thousand advanced machines that could generate the amount of weapons-grade uranium needed to make nuclear warheads."

    DEBKAfile's intelligence experts say that the strong contradiction between the UN inspectors' findings on site and their boss's evaluations days before his retirement underscores the tactics ElBaradei pursued for years to buy time for Iran to develop its nuclear weapons capacity.

    Iran was the only subject on the Obama-Netanyahu, Gates-Barak agendas

    Prime minister Binyamin Netanyahu and President Barack Obama focused on the single subject of Iran when they met in Washington Monday, Nov. 9 - as did Netanyahu and French president Nicolas Sarkozy in Paris, Wednesday, Nov. 11. Iran also occupied the meeting between defense minster Ehud Barak and US defense secretary Robert Gates Monday. DEBKAfile's Washington sources disclose that briefings to the media and joint communiqués were disallowed for the sake of blacking out the content of the conversations Israeli leaders held in Washington and Paris.

    Leaked reports that the Palestinian issue and Mahmoud Abbas' future were discussed in Washington and peace talks with Syria in Paris were window-dressing, as were the power games widely reported as leading up to the Netanyahu's reception at the White House.

    The conversation in Sarkozy's private apartment at the Elysee was a continuation of Netanyahu's talks with Obama two days earlier and marked their coalescence around the next steps on Iran.

    Back home, the defense minister stressed the importance of "not discounting the peace signals coming of late from Syria" and said that "many barriers fell" at the Netanyahu-Obama meeting "recreating a good foundation for renewing the peace process and reaching accord with our Palestinian neighbors."

    This statement was part of the smoke screen set up by mutual consent to conceal the content of Barak and the prime minister's overseas meetings. It was necessary to addressing the minister's need to bolster his shaky position as leader of the left-leaning Labor party and lift Israel's image in Europe which is fixated on the Palestinian issue.

    At the same time, a very senior American official told DEBKAfile that his description of falling barriers between President Obama and prime minister was spot on and deserved a full stop. The rest of his comment applied to Israeli politics.

    Extraordinary US-Israel-Egyptian-Jordanian intelligence summit held in early November

    The crisis over Iran's nuclear program and possible outbreak of a regional war occasioned an extraordinary secret conclave of the intelligence chiefs of four nations in Amman in the first week of November, DEBKAfile's military and intelligence sources disclose. Hosted by the chief of Jordan's General Intelligence Service, Gen. Muhammad Raqed, it was attended by senior officials of the American CIA and Defense Intelligence Agency, Israel's Mossad chief, Meir Dagan and military intelligence head Brig. Amos Yadlin and Egypt's intelligence minister, Gen. Omar Suleiman. As soon as the meeting ended, Suleiman set out for Riyadh to brief the head of Saudi general intelligence Prince Moqrin bin Abdul Aziz.

    Our sources add that the unpublicized get-together took place just a few days before Israeli prime minister Binyamin Netanyahu and US president Barack Obama conversed at the White House Monday, Nov. 9. They therefore had its conclusions before them when they talked. Two days later, Netanyahu passed input from the intelligence summit to French president Nicolas Sarkozy when he stopped over in Paris.

    It was the first time Israel had taken part in a secret meeting of Middle East intelligence chiefs whose purpose was to coordinate their steps.
